Secretary Jocelyn Mitnaul Mallette

Secretary Jocelyn Mitnaul Mallette Headshot

Jocelyn Mitnaul Mallette is the Secretary of the North Carolina Department of Military and Veterans Affairs and is a third-generation service member. As Secretary, Jocelyn leads the Department in its mission to support the military and veteran connected communities in North Carolina.

As the daughter of Goldsboro natives, Jocelyn received her nomination to the United States Air Force (USAF) Academy from North Carolina Congresswoman Eva Clayton. After graduating, Jocelyn served for ten years in the USAF. First, as an Admissions Officer at the Air Force Academy. Then, she secured a mission critical assignment as an intelligence officer, during which she briefed pilots in South Carolina and in Germany. Jocelyn cross-trained into the Judge Advocate General’s (JAG) Corps after graduating from the University of North Carolina School of Law.

Jocelyn served as a prosecutor and general practice attorney in the JAG Corps at Seymour Johnson Air Force Base. After ten years of active-duty military service, Jocelyn started her civilian career as an attorney by clerking for the Honorable Barbara A. Jackson of the North Carolina Supreme Court. Following her clerkship, Jocelyn spent six years at the international law firm of McGuireWoods, where she represented Fortune 500 companies in complex commercial litigation and became partner.  

As an active member of her community, Jocelyn currently serves on the Advisory Board of the Southeast Raleigh YMCA. She also is an active member of Alpha Kappa Alpha Sorority, Incorporated, and the Junior League of Raleigh. She is married to Harold A. Mallette, who is a licensed architect, and she is the proud mother of two hilarious and lively children. 

 

David A. Lee

Dave is a retired U.S. Army colonel who now leads CVS Health's initiatives for the military and veteran community.

His military experience includes commanding a field artillery battalion, assignments as a Secretary of Defense Corporate Fellow and Strategic Planner for the Secretary of the Army and Army Chief of Staff, and as the Director of Marketing for the U.S. Army, where he led the Army Strong campaign.  

After retiring from the Army, Dave worked at Amazon, leading the development of Amazon.jobs. He also has experience starting and running his own consulting company.

Dave began his service after graduating from the United States Military Academy. He holds three master's degrees, including one from the U.S. Air Force School of Advanced Air and Space Studies, the premier institution for strategy. In 2018, he completed the inaugural George W. Bush Institute Stand-To Veteran Leadership Program.

 

Jonathan Snider

Jon joined HCA Healthcare in 2016 and has served in roles to sup-port the goa Is of Graduate Medical Education (GME) and Clinical Operations Group. During his 5+ years with GME, Jon was responsible for and support-ed many of GME's significant education milestones to include, creating com-munities with physician leaders, launching a national leadership meeting for the service line, and utilizing scale to develop and implement curricula and programming to reach over 5,200+ residents and fellows. Jon was instrumental in the education team's enterprise-wide assessment on medical simulation that was used in achieving a $38M+ capital request to standardize and distribute necessary technology to provide a safe learning environment for all residents and fellows across the organization.

Jon is a 6-year U.S. Army Veteran where he served in the infantry branch, in both the enlisted and officer ranks in support of Operation Iraqi Freedom and Operation Enduring Freedom. After serving as a Ranger-qualified rifle platoon leader, Jon was selected to become a training operations staff officer at the newly-formed Maneuver Center of Excellence located at Fort Benning, GA where he oversaw the planning and execution of joint training exercises to better prepare units for current and future combined combat operations. 0ver his service, Jon received many awards for his dedication to service, achievements in applying innovation to infantry training principles, and bravery in combat.

After his military service, he experienced a "less-than-ideal" transition into the civilian workforce. It wouId be this experience that would later motivate him to support transitioning service members in the Greater Nashville community and go on to apply and be selected to be the inaugural chapter chair of the Nashville-Corporate Veterans Colleague Network for HCA Healthcare. As the new program manager of military affairs, Jon aspires to honor the legacy that Avery King left for our organization by elevating the programming to strengthen workforce pipelines through the veteran and transitioning service member communities, increase collaboration with community partners that align with the vision of the military affairs program, and advance the professional development of internal veteran and military spouse colleagues in order to better support the HCA Healthcare mission.

Jon holds many honors to include a master's of science in healthcare quality and safety from the University of Alabama at Birmingham, 2021 graduate from the American Medical Association's Health Systems Science Scholars Program, 2020 graduate from the HCA Healthcare Leadership Institute Academy, and a bachelors of science in com-munity and public health from Middle Tennessee State University. Outside of work, Jon enjoys spending time with his wife and two children (ages 4 & 1), by exploring hiking trails of middle Tennessee, attending sporting events like Nashville Sounds and Nashville Predators. and enjoying live music experiences that Nashville has to offer.
 

 

Onnie D. “David” Green, MAM

Onnie D. “David” Green was appointed as the Assistant Human Resources Officer / Senior Strategic Business Partner (AHRO/SSBP) at the Mid-Atlantic Health Care Network (VISN 6) – Western North Carolina VA Health Care System in Asheville, effective February 13, 2022.
Mr. Green previously served as Chief, VISN 6 Human Resources Shared Service Unit (Employee Relation/Labor Relations; VISN 6 Supervisory Human Resources Specialist Shared Service Unit (Employee Relation/Labor Relations); Assistant Human Resources Officer of the Asheville VA.  His service to the Veterans Health Administration began in 2011 and he has served in various positions within the Mid-Atlantic Health Care Network (VISN 6) and at the Asheville VA Medical Center in Asheville, North Carolina.  Mr. Green also served as a Chief Operations Sergeant – E9 and in other roles in the U.S. Army at various duty stations during his 28+ year Army career.  Mr. Green is a Veteran of Operation Urgent Fury – Grenada, Operation Just Cause Panama, and Operation Enduring Freedom – Afghanistan.
Mr. Green holds a Master’s degree in management – concentration in human resource management from American Military University and a bachelor's degree in multi-disciplinary studies from Liberty University.

 

Seth Sanert

Seth Sanert is the Site Leader for GE Aerospace’s CMC Plant in Asheville. Seth transitioned out of the Army after eight years of active duty and joined GE Aerospace’s Junior Officer Leadership Program (JOLP) in 2015. After completing his JOLP assignments, Seth spent 2017 through 2020 with the Asheville CMC team, helping with the transition of GE9X component part production out of Newark and eventually leading the LEAP shroud and GE9X product lines as the Business Unit Leader. He then spent three years with Amazon leading multiple operations, including the opening of Amazon’s first supply chain site in Savannah, GE as the site leader. In May 2024, Seth rejoined GE Aerospace as the Site Leader for the Asheville CMC plant, where he led the site through two years of transformative growth. Seth earned a B.S in Engineering Management from the United States Military Academy at West Point and an M.S. in Engineering Management from Missouri University of Science and Technology in Rolla, MO. Seth recently accepted a role as the Site Leader for the Durham Engine Facility in North Carolina within the newly created Integrated Manufacturing, Assembly & Test organization and will be relocating from the Asheville area to the Durham area.

 

Clark Duncan

Clark Duncan serves as Senior Vice President for Economic Development and Executive Director of the Economic Development Coalition for Asheville-Buncombe County at the Asheville Area Chamber of Commerce. He leads an accredited team of nine professionals advancing strategic initiatives in industry expansion, business recruitment, equitable workforce development, economic research, and entrepreneurial growth through Venture Asheville.  In July of 2025, Duncan launched the AVL 5x5 2030 Strategic Plan for Economic Recovery in the wake of Hurricane Helene.

Across his 17-year career in local economic development, Duncan has supported the expansion or recruitment of over 60 Buncombe County employers, facilitating the creation of 6,000 new jobs and over $2 Billion in new investment in Asheville and Buncombe County. Significant corporate investments have included Pratt & Whitney, GE Aerospace, New Belgium Brewing, Linamar, White Labs, Fox Factory, Kearfott Navigation and Guidance Systems, Borg Warner Turbo Systems, Poppy Popcorn, Jacob Holm Industries and AVL Technologies.
